Blackout/All Clear were nominated? Grossly over written bloated corpse novels that badly need editing. Another example of the Hugo being a popularity context.
I like Connie Willis but these books badly needed editing. Probably a good 500 page novel in there somewhere. Dervish House should win easily. The Jemisin is good, The Mira Grant terribe. Can't comment on the Bujold since I find her books uninteresting and have avoided them for years.

I wouldn't attempt to read the Willis books(s) no matter how good. Just way too long for me.
