It probably did. In Texas they shoot first and then give the warning.

A friend from North Carolina said that except for the "all hat" one these are pretty much all "Southern" sayings rather than Texas per se.

That was my impression - that only "all hat" was uniquely Texican. Though Johnny Miller used it a couple weeks ago at the US Open (golf, folks), referring to Ricky Fowler. I suspect most of the audience was baffled. I also suspect that Johnny (Californian) picked it up from Dan Jenkins.
